What is the Technical Guideline on Minimum Security Measures ?

The European Union Agency for Cybersecurity (ENISA) was founded by the Regulation (EC) No 460/2004 of the European Parliament and of the Council in 2004 establishing the European Network and Information Security Agency. 

ENISA’s Regulation is the Regulation (EU) 2019/881 of the European Parliament and of the EU Council of 2019 (Cybersecurity Act) on ENISA and on information and communications technology cybersecurity certification and repealing Regulation (EU) No 526/2013. 

The Technical Guideline on Minimum Security Measures provide guidance to National Regulatory Authorities (NRAs) about the implementation of Article 13a and in particular about the security measures that providers of public communications networks must take to ensure security and integrity of these networks. It lists the minimum security measures NRAs should take into account when evaluating the compliance of public communications network providers with paragraph 1 and 2 of Article 13a.
